Keystone gets green light

The U.S. State Department has handed TransCanada Corp. the keys to Keystone XL.

An environmental impact study released on Aug. 26 concluded the $7 billion construction project between the Alberta oil sands and Texas refineries doesn't pose a serious threat to water and air along the way or dramatically drive up greenhouse gas emissions.

Full approval is expected to happen after a 90-day public comment period.

Environmental lobbyists say in a Globe & Mail story that the outcome was predictable.
